Indiana's Sex Offender Registration Law

The Warren County registry operates under IC 11-8-8, which Indiana calls Zachary's Law. It has been in effect since January 1, 2003. The law was named after Zachary Snider, a child from Cloverdale, Indiana who was murdered by a registered sex offender. The goal of the law was to make registration information available to the public at no cost so communities could make informed decisions about who lives near them.

Under this law, the Indiana Department of Correction manages the statewide registry framework. County sheriffs, including Warren County, handle day-to-day registrations. When the Department of Correction releases an offender from prison, it notifies the sheriff of the county where the offender plans to live. The offender must then appear at the sheriff's office within 72 hours of release.

That 72-hour requirement also applies to address changes, job changes, and school enrollment changes. Each triggering event restarts the 72-hour clock. The law does not distinguish between an intentional failure to register and an accidental one.

Who Must Register in Warren County

Qualifying sex offenses under Indiana law include rape, child molesting, sexual misconduct with a minor, criminal deviate conduct, child exploitation, possession or distribution of child pornography, and voyeurism involving minors. Certain violent offenses may also require registration as a violent offender.

Registration applies to anyone who lives, works, or attends school in Warren County. This includes people whose conviction happened in another state. If you have moved to Williamsport or any other part of Warren County from out of state and have a prior qualifying conviction, you must register within 72 hours of arriving in the county.

Offenders who live in a neighboring county but hold a job in Warren County must also register here. The registry in Warren County therefore may include people whose home address is in Fountain County, Tippecanoe County, or another bordering county.
