Cass County Sex Offender Registry Overview

Indiana's sex offender registry is created and governed by IC 11-8-8, known as Zachary's Law. This law took effect January 1, 2003. It was named in memory of Zachary Snider, a child from Cloverdale, Indiana, who was murdered by a sex offender. Zachary's Law created a statewide public registry for all 92 Indiana counties and made search access free to everyone.

Cass County participates in the system through the Indiana Sheriffs' Association, which manages the registry platform used by all county sheriffs. Indiana Code at IC 36-2-13-5.5 requires each county sheriff to maintain the public registry and keep it updated online. Who Must Register as a Sex Offender

Indiana Code IC 11-8-8-4.5 spells out who must register as a sex offender. The list includes people convicted of rape, child molesting, child exploitation, criminal deviate conduct, sexual misconduct with a minor, voyeurism involving minors, or equivalent offenses from another state or federal court. Some violent offenders, such as those convicted of murder, may also need to register.

Under IC 11-8-8-7, registration must happen within 72 hours. This window opens when someone is released from prison or probation, moves to a new address, starts a new job in Indiana, or arrives in Indiana for the first time with a prior qualifying conviction. Workers who commute into Cass County from another county must register their work address here. Students at Cass County schools must also register.

Cass County Registration Requirements

All registration visits must be made in person at the Cass County Sheriff's Department. Registrants must provide full legal name and any aliases, date of birth, home and work addresses, school information if enrolled, all vehicle details, and all internet accounts including email and social media. A photo is taken at each registration visit and stored in the statewide system.

Annual in-person verification is required for most registrants. Sexually violent predators must verify every 90 days. Failing to appear for a verification or providing false information is a Level 6 felony under IC 11-8-8-17, with a possible sentence of six months to 2.5 years in prison and fines up to $10,000. A second offense is a Level 5 felony. Registration lasts 10 years for most people. Sexually violent predators and those with victims under age 12 register for life.

Residency Restrictions in Cass County

Under Indiana IC 35-42-4-11, people classified as "offenders against children" cannot live within 1,000 feet of a school, youth program center, or public park anywhere in Cass County. They also cannot reside within one mile of their victim's home. These rules apply in Logansport and in all other Cass County communities. A violation is charged as a Level 6 felony.
