Registration Requirements in Steuben County
Anyone convicted of a qualifying sex or violent offense must register with the Steuben County Sheriff's Office within 72 hours of release from incarceration, arrival in the county, or any change to their registered information. This includes changes to home address, work address, or school enrollment.
Indiana's sex offender law, known as Zachary's Law and codified at IC 11-8-8, took effect January 1, 2003. It was named for Zachary Snider of Cloverdale, who was killed by a registered sex offender. The law sets out who must register, for how long, and what happens if they fail to comply.
Most offenders register once a year. Sexually violent predators (SVPs) must verify their registration every 90 days. People who are homeless or living in transitional housing must register with the Steuben County Sheriff every seven days.
Registration Fees in Steuben County
Steuben County charges an annual registration fee of $50.00. Any address change requires an additional $5.00 fee. The sheriff's office only accepts cash for both fees. No personal checks or credit cards are accepted.
When you register for the first time, a deputy will go through all requirements and explain what the law expects of you. If you need to update any information after that initial registration, you must come in to the Sheriff's Office in person and fill out a Change Form within 72 hours of the change.
Note: Failure to register or update your information as required under IC 11-8-8-7 is a Level 6 felony, which carries up to 2.5 years in prison and a fine up to $10,000. A repeat violation is a Level 5 felony.
How Long Must Offenders Register
The length of registration depends on the offense. Most sex offenders must stay on the registry for 10 years. Sexually violent predators and those convicted of offenses against children under age 12 must register for life.
Under IC 11-8-8-4.5, certain offenses automatically require lifetime registration. The Indiana Department of Correction maintains records on registration periods and can provide information to neighborhood associations upon request.

Residency and Movement Restrictions
Indiana law restricts where registered sex offenders can live. Under IC 35-42-4-11, sex offenders cannot reside within 1,000 feet of a school, public park, or youth program center. They also cannot live within one mile of their victim. These restrictions apply in Steuben County just as they do across the rest of Indiana.
Offenders must also register their workplace address and any school they attend. Any change to work or school location must be reported to the Steuben County Sheriff within 72 hours. This requirement applies even if the offender works or studies in a different county than where they live.
Steuben County sits in the northeast corner of Indiana, bordering Michigan. Many residents commute or travel between counties, which makes it important for offenders to understand that registration requirements follow them wherever they go in Indiana. Moving to a new county requires re-registration with the sheriff in that county, also within 72 hours.
